- This paper examines possible mechanisms for participation in which various stakeholders are included throughout the planning process and proposes inclusive guidelines that can be implemented within the current neighborhood-planning framework in Singapore. Following a brief review of the history of community participation in neighborhood planning in Singapore, the current neighborhood-planning framework is examined in terms of its process and engagement strategies for neighborhood upgrading projects in order to reveal key gaps and challenges in local neighborhood planning. The aim is to propose recommendations for participatory mechanisms that can offer insight into potential avenues for greater community involvement and shared stakeholding in the planning process of the living environment. The proposed mechanisms have implications for planning practice in general, as they advocate for a practice that is deeply rooted in local neighborhoods and their residents, promoting the cocreation of social spaces in neighborhoods in an attempt to increase community participation, which reflects the community's values and how residents wish to shape their living environment.
