- In the standard Tiebout equilibrium, consumers sort themselves into an array of communities which cater to the specific preferences of their residents for public services. Given congestibility of these services, the efficient size of a community minimizes the average cost of provision. In reality, communities provide several services, each with a different optimal scale. A common response to this situation is for communities to jointly provide some services, while retaining local control over others. This paper theoretically examines the conditions under which joint provision of education, or regionalization, will occur in a Tiebout framework. A case study is used to illustrate the results of the model.
